Open Banking Specifics in Ireland
# Authentication flows and SCA
Irish ASPSPs exclusively expose redirect‑based authentication flows that follow the UK Open Banking security profile. When a Third-Party Provider (TPP) starts an AIS or PIS journey, the Payment Service User (PSU) is sent to the bank's domain and completes Strong Customer Authentication (SCA) almost always inside the bank's mobile app. Automatic app‑to‑app switching is now supported by the big three domestic banks (AIB, Bank of Ireland and Permanent TSB) on Android and iOS when their banking apps are present.

The most widely used Irish ASPSPs are:

# Regulatory Specifics
In Ireland, credit unions are not required to provide PSD2-compliant Open Banking APIs. This is because most Irish credit unions are not licensed credit institutions under EU law — they operate under the Credit Union Act, 1997 and are regulated by the Central Bank of Ireland as financial co-operatives, not as banks. Although, PSD2 applies to credit unions when providing payment services, credit unions are exempt from the requirements to provide confirmation of the availability of funds and access to members' accounts to third party providers.
Because of this the vast majority of credit unions operating in Ireland do not provide Open Banking APIs.
For more information please, consult with Central Bank of Ireland's FAQ on PSD2 (opens new window).
# Payment Specifics
All Irish ASPSPs support initiation of SEPA Credit Transfers (SCT) in EUR. Initiation of Instant SEPA Credit Transfers (SCT Inst) is not yet supported by incumbent Irish banks.
# Specifics per ASPSP
# AIB
AIB (Allied Irish Banks) performs SCA primarily through the AIB Mobile app. When an Open Banking authentication flow originates on a mobile device with the AIB Mobile app, the redirect deep‑links straight into the app, so users see no web login screen. Desktop users are shown the standard Internet Banking page.
# Bank of Ireland
Bank of Ireland performs SCA through the BOI Mobile app. When an Open Banking authentication flow originates on a mobile device with the BOI Mobile app, the redirect deep‑links straight into the app, so users see no web login screen. Desktop users are shown the standard Internet Banking page.
Since 2023 the legacy KeyCode app was replaced by the main Bank of Ireland mobile app for all Open Banking journeys.
# Permanent TSB
Permanent TSB performs SCA primarily through the PTSB app. When an Open Banking authentication flow originates on a mobile device with the PTSB app, the redirect deep‑links straight into the app, so users see no web login screen. Desktop users are shown the standard Internet Banking page.
# Revolut
Revolut uses the redirect authentication flow with SCA through the Revolut app on a mobile device with the app installed (automatic app-switch) and with SCA using combination of push message to the Revolut mobile app and SMS OTP. When authentication is performed on a device where the Revolut app is not installed, to authenticate users have to enter their phone number and their passcode to the app or scan the authentication QR-code using the device where the Revolut app is installed.
In Ireland, Revolut IBANs begin with IE, and accounts are hosted in the Irish branch of Revolut Bank UAB. Revolut supports initiation of SEPA Credit Transfers in EUR, but does not yet support initiation of SCT Inst from Irish IBANs.
